The Maryland National Guard established its State Partnership Program with Estonia in 1993 to assist with the Baltic state’s transition to an independent nation after the collapse of the Soviet Union. In 2003, the Maryland National Guard began another partnership, this time with Bosnia and Herzegovina, to help stabilize that country following the break-up of Yugoslavia and the ethnic conflict that followed. The program promotes civil and military cooperation to promote peace, stability, prosperity and democratic principles. 
During the past two decades, the State Partnership Program enhanced relationships between the United States and these countries through hundreds of military and civilian exchanges. Cooperation spread, over the years, beyond military-to-military exchanges to civilian collaboration. Salisbury University in Maryland and Tartu University in Estonia, for example, established a relationship as a result of the State Partnership Program.
“Over the last 20 years, the Maryland National Guard has been a pioneer in this type of international engagement,” said O’Malley. “The organization’s success with two state partnerships has been a terrific benefit to not only the state of Maryland, but also to the nation as a whole.” 
 Two pilots from Estonia, Capt. Rene Kallis and Capt. Martin Noorsalu, are serving with the Maryland National Guard on a 3-year tour. They recently returned from Afghanistan with the Maryland Army National Guard's C Company, 1st Battalion, 169th Air Ambulance Company where they flew medical evacuation missions alongside Maryland pilots. 
 Twenty-six military policemen from the Armed Forces of Bosnia and Herzegovina deployed last fall to Afghanistan with the Maryland National Guard’s 115th Military Police Battalion to support the International Security Assistance Force. These soldiers are fully integrated into the unit and conduct operations with Maryland Guard members.  
 “The partnership between Maryland and Bosnia and Herzegovina is a classic example of how it works,” said Gen. Frank J. Grass, chief of the National Guard Bureau. "We took a country out of war, and we worked together as they went from a consumer of security to a producer of security." 
 Nationwide, the State Partnership Program currently involves 65 different partner counties and nearly every state and territory in the nation covering Africa, Asia, Europe and Latin America. Some states have two programs. Although many of the partner nations have deployed together, in 2012, Maryland’s became the first program ever to have supported two co-deployments with two different partner nations at the same time.  
 “Over the past 20 years, we have achieved great success through our partnerships while supporting U.S. foreign policy objectives,” said Maj. Gen. James A. Processes and reviews C4 systems requirement documentation, telecommunication service requests, status of acquisition messages, and telecommunication service orders.

 

(2) Performs system resource management, manages system accounts, performs system-wide backups and data recovery, and load and capacity planning and management. Administers classified and unclassified message traffic via electronic

mail systems, database operations, implement conversions, and investigate problems in database environment. Ensures continuing systems operability by providing ongoing optimization and problem solving support. Applies computer security policies to safeguard systems and information. Categorizes, isolates, and resolves system problems. Performs fault isolation by validating, isolating, correcting faults and verifying service restoral with customers. Processes, documents and coordinates resolution of trouble calls from lower support echelons. Processes scheduled and authorized outages.

 

(3) Implements security updates and patches to include: Information Assurance Vulnerability Assessments (IAVA), C4 Notice to Airman (C4 NOTAM), Time Compliance Network Orders (TCNO), Combat Information Transport System

(CITS), Time Compliance Technical Order (TCTO), operating system patches, and antivirus software. Implements and enforces national, DoD, and Air Force security policies and directives. Performs proactive security functions to deter, detect,

isolate, contain and recover from information system and network security intrusions. Performs system sanitation resulting from Classified Message Incidents (CMIs).

 

(4) Performs and supports information warfare operations within strictly controlled parameters. Researches latest system threats to develop and test tactics, techniques and procedures (TTPs) for both defensive and offensive information operations.

This is a Maryland Air National Guard Excepted Service (Dual-Status) Technician position open to current officers in the rank of Colonel/06 and LtCol/05 promotable of the Maryland Air National Guard and those who demonstrate eligibility for membership.

DUTIES:

Reports directly to the 175th Wing Commander.  Commands multiple squadrons conducting network warfare activities in support of Air National Guard, United States Air Force and National requirements.  Included are network warfare force application, red team, operational support and intelligence operations.  Plans, tasks, executes, monitors and sustains Force Application, Red Team and Operational Support functions as well as recruits, trains, and certifies network warfare forces on tactics, techniques, and procedures.  Manages force employment planning, execution, and combat assessment of cyberspace operations and provides policy recommendations.  Advises the Wing Commander, government officials, and other users of network warfare / intelligence information essential to military planning and operations.  Manages a program (through subordinate supervisors who each direct substantial workloads) requiring working broad policies and objectives, and for developing short and long-range plans and projections of all Network Warfare needs. Coordinates with squadron commanders to ensure the group is mission ready and capable of training, deploying and supporting Air Force (AF) network warfare tasking.  Ensures Host-Tenant Support Agreements and Memorandums of Understanding (MOUs) involving support are approved and implemented, which requires expert knowledge of unit requirements and host organization's capabilities.  Provides technical advice concerning network warfare mission to Air National Guard, United States Air Force and National Entities as required.  Performs other duties as assigned.

WHO MAY APPLY:

This is a Maryland Army National Guard Excepted Service (Dual-Status) Technician position open to current onboard technicians of the Maryland Army National Guard.

DUTIES:

Identifies and handles hazardous materials in storage areas. Insures the safe

receipt, storage and movement of hazardous and toxic materials and substances such

as ammunition, explosives, chemicals, or radioactive materials in accordance with facility

and regulatory requirements. Responsible to identify, collect, process and consolidate hazardous waste in

preparation for disposal. Performs a full range of warehousing activities to include receiving, inspecting for

defects, storing, selecting and shipping general or specialized bulk and bin materials and

equipment. Assists with the development of facility regulations, and operating instructions that

relate to hazardous materials management and HAZMAT safety procedures. Assist with the accomplishment of normal supply transactions i.e., requisitions, receives, stores, issues and accounts for a wide variety of supplies and equipment. Required to perform automated system administration functions such as working

at a computer terminal to enter data, update or exchange information files, prepare and

enter commands to execute established programs and perform non routine data

searches. Performs other duties as assigned.

QUALIFICATIONS REQUIRED:

General Experience:  Experience, education or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.

 

Specialized Experience: Experience identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.

 

Physical Effort:  Performs moderate to heavy lifting when moving material by hand or hand-truck. May lift or carry items that weigh up to 40 pounds. Performs work that requires the incumbent to bend, stoop and work in tiring and uncomfortable positions. Performs work requiring the incumbent to walk and stand for prolonged periods of time.

REISTERSTOWN, Md. (April 21, 2013) -- The Maryland Army National Guard completed its 2013 Best Warrior Competition at Camp Fretterd Military Reservation April 21, 2013, to determine the year’s best Soldier and noncommissioned officer. Sgt. Delvon Anderson was named the Noncommissioned Officer of the Year and Spc. Robert Anderson was named the Soldier of the Year. Although the two share the same last name, they are not related.

Six Soldiers competed in the 3-day event to represent their respective brigades. The 58th Troop Command, 29th Combat Aviation Brigade and 58th Battlefield Surveillance Brigade each sent a Soldier and an NCO to compete. 

"I was selected by my company to go to the battalion board. I beat the rest of the battalion there," said Sgt. William White, 1st Battalion, 175th Infantry Regiment, 58th Battlefield Surveillance Brigade and NCO of the Year runner-up. "I went to the brigade board and got a victory there. This is my first time at the state competition."

This was a first-time experience for many, but Delvon Anderson, Headquarters and Headquarters Company, 29th Combat Aviation Brigade, was no stranger to this type of competition. He won Maryland’s Soldier of the Year competition as a specialist in 2011 and won the 29th CAB’s NCO of the Year competition while deployed to Kuwait in 2012.

"I've done the state competition once and the brigade competition three times," said Sgt. Anderson. "The competitors this time are harder than the competitors I faced back in 2011. The challenge this time was definitely a little bit tougher."

The Army's BWC started in 2001, and the Maryland Army Guard has held the BWC annually since 2009. Some of the minimum requirements for the competition are an Army Physical Fitness Test score of 225 or above, level I certification in Modern Army Combatives, Combat Lifesaver certification and a rating of sharpshooter or above with the Soldier’s assigned weapon.

Qualified privates through specialists compete for Soldier of the Year while corporals through sergeants first class compete for NCO of the Year.

The Soldiers woke before sunrise to participate in the competition’s first event, an APFT. After breakfast, the Maryland Army National Guard's best warriors competed in a round robin series of events that reflected real life combat situations.

The events included maintaining an M240B machine gun, performing a functions check on an M2 .50-caliber machine gun, performing first aid for a severed bleeding extremity, operating a Single Channel Ground and Airborne Radio System, using visual signaling techniques, donning the M40 protective mask and performing a vehicle search. After the events, the Soldiers prepared for the land navigation event through the woods of Camp Fretterd.

"It's a really good learning experience. I'm glad to be here, and hope I can do it again next year," said Pfc. Gregory Hobbs, 1st Battalion, 224th Aviation Regiment, 29th Combat Aviation Brigade. "My least favorite event was the land navigation. That's something I need to work on for next year."

The last event of the day was qualifying on an M16 rifle using the Engagement Skills Trainer 2000, an indoor weapon simulator. Once qualified, the Soldiers ended the event with a stress shoot. They ran up a hill and then back down to put stress on their bodies. The Soldiers engaged targets in a scenario projected on the EST 2000 when they returned.

Day two consisted of a 7-mile tactical road march event. Soldiers carried 35-pound packs in addition to water and other tactical gear. Gunpowder Military Reservation, home to Maryland's B Company, 2nd Battalion, 20th Special Forces Group, provided a formidable route. All the Soldiers completed the 2-hour march with at least 25 minutes to spare. 

"This particular ruck march had a killer hill that we had to do twice. That was pretty much terrible," said Robert Anderson, 104th Area Support Medical Company, 58th Troop Command. "It's been a great and fun experience. I think I would be open to doing it again next year, hopefully competing in the NCO competition instead."

When asked his thoughts on the competition, Sgt. Trevor Nichols, 253rd Engineer Company, 58th Troop Command said, "It was a great honor. I think everyone should want to do this if they're up for it and as squared away as they think they are."

The third day consisted of what many of the participants dreaded the most—the board appearance. Five command sergeants major questioned the competitors on different subjects from the Korean War to the Creed of the Noncommissioned Officer.

"My least favorite event is the board,” said Spc. Samuel Clark, 1st Battalion, 175th Infantry Regiment, 58th Battlefield Surveillance Brigade and Soldier of the Year runner-up. “I don't like speaking in front of people, but it’s a part of (the competition).” 

“We’ve been fine-tuning this thing for the past four or five years to try to make it competitive, where we could really stress and challenge you,” said Command Sgt. Major Brian Sann, Maryland National Guard senior enlisted leader. “Whoever wins this competition deserves to win and is the best representative to go on to the regional competition.”

Area high school math students applied their recently learned skills today while getting a taste of military life courtesy of Maryland Army National Guard Soldiers from the 29th Combat Aviation Brigade and the 1st Battalion, 175th Infantry Regiment.

Ho Chang, a mathematics teacher at Edgewood High School and a former Army air defense artillery officer, brought 60 of his juniors and seniors out to Lauderick Creek Training Site and the nearby Edgewood area of Aberdeen Proving Ground to examine vehicle displays of trucks and helicopters and participate in a land navigation course, seeing first-hand how math permeates all aspects of even military life.

“We’re trying to incorporate our classroom learning out in the field,” said Chang. What better opportunity to go out in the real world and apply what they learned in the classroom?”

Shortly after the students arrived at the training site, they received a safety briefing. The infantry Soldiers then demonstrated one of their common tasks—an assault on an objective. Blank-firing crew-served weapons barked out as Sgt. Maj. John Greer, operations sergeant major for the 29th Combat Aviation Brigade pointed out the changing angles of bullet trajectories as the assaulting Soldiers “lifted and shifted” their fire.

After the infantry demonstration, the students split into groups and used their new land navigation skills to find set points in the adjacent woods. A Maryland Army National Guard member accompanied each group and assisted as needed.

The planning for this event started in January and progressed as the students studied the components of land navigation in the classroom. Earlier in the week, Greer went to Edgewood High School and gave the students an initial safety briefing and some hands-on instruction on land navigation techniques.

“They learned all about degrees, distances and azimuths and converting from grid to magnetic (North). It was full circle for me, because I remember being the kid in that seat,” said Greer, himself a 1982 graduate of Edgewood High School who actually went to Basic Combat Training the summer before his senior year.

“We gave them the points we wanted them to find on this site, but they had to calculate the angles and the distances. Once they get here, they have to apply that along with using a compass and their pace count,” said Matthew Rankin, Edgewood High School mathematics department chair.

As the students found their way out of the woods, they were greeted by static displays of a National Guard Light Medium Tactical Vehicle and a Humvee, both armor-clad and staples of military operations.

After boarding buses and moving to the Weide Army Airfield, the students had the opportunity to get up-close views of the Army's newest helicopter, the LUH-72 “Lakota” and the workhorse UH-60 “Blackhawk.”

According to Rankin, the day was about more than applied school work. He saw the day as an opportunity to bring different groups of the community together.

“It's a three-pronged attack: math in the real world, an experience with the National Guard and fun,” said Rankin. “The more partnerships we build, the better off our students are, the better off the community is and the better off the schools are.”

Sgt. 1st Class Leo Sturm, a Maryland Army National Guard recruiter, agreed from a military perspective.

“It allows the public to truly see us and how we act. We're actually people that live here and work in Maryland; we just happen to wear a uniform,” said Sturm.

In addition to the Edgewood High School students and teachers, Tarah Gilson, Fallston High School mathematics department chair, was along for the fun, scouting the event as a possible field trip for her students as well. The two department chairs even discussed having a friendly land navigation competition between the rival schools.

The day was a success for all the groups involved. The teachers demonstrated how math exists all around us, and the students got out of the classroom for a day while learning more than just numbers on paper. Meanwhile, the Maryland Army National Guard showed off their skills and may have helped several young minds contemplate a future career of military service.

WHO MAY APPLY:

This is a Maryland Army National Guard Excepted Service (Dual-Status) Technician position open to current onboard technicians who are commisioned officers (O3 and above), and warrant officers (CW2 and above).

DUTIES:

Supervises, instructs, and trains subordinates in the performance of work. Directs, coordinates, and manages the material readiness program. Serves as the surface maintenance course manager. Plans, develops, and manages the Maintenance Assistance and Instruction (MAIT) program to provide necessary training and development of unit personnel. Coordinates the use of maintenance facilities with the G3 FIRO for the processing of new equipment and weapon systems or equipment entering the state’s inventory for their impact on the surface maintenance community. Coordinates and manages new equipment maintenance training for members of the full-time maintenance community. Plans, directs, and conducts quality control on the training of SAMS-1E operators at state field maintenance shops. May serve as a member of the State Readiness Committee and as Chief of the MAIT. Performs other duties as assigned.

QUALIFICATIONS REQUIRED:

General Experience:  Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment.  The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems.

 

Specialized Experience: Must have at least 36 months experience, education or training overseeing and implementing a program involving the identification and resolution of difficult issues or problems in a maintenance function.  Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

 

Physical Effort:  The work is usually sedentary but may involve some standing and walking to obtain and deliver files or consult reference material. 

 

Military Compatibility:  Prior to appointment to this position the selectee must be qualified for, or assigned to a compatible military position in one of the following DMOS: Off: 88A, 90A, 91A, 92A W0: 91, 94,882A, 920A or 920B in any Maryland Army National Guard unit.

Completes bench check, testing, repair, inspection, modification, programming, reprogramming, mating, adjusting, alignment, and analyzing of LRUs and shop replaceable units.  Recommends methods to improve equipment performance, technical data, and maintenance procedures by reporting hardware and software malfunctions, initiates materiel deficiency reports both on equipment and in technical data, and assists in design changes as necessary.  When designated on NGB Flying Status Orders, serves as member of flight crew for the purpose of diagnosing and recording malfunctions, or otherwise determining maintenance and repair requirements.  Guides lower level mechanics in performance of tasks.  Processes and accounts for due-in supply assets.  Prepares for and participates in various types of readiness evaluations such as Operational Readiness Evaluations (ORE), Command Logistics Readiness Inspections (CLRT-X), and Aviation

QUALIFICATIONS REQUIRED:

Pvt. Justin McDaniels, C Company, Special Troops Battalion,  29th Infantry Division, received a call from Brig. Gen. Peter Hinz, Maryland Army National Guard commander, personally notifying him of his appointment to the U.S. Military Academy Preparatory School at West Point, N.Y. McDaniels was selected to attend USMAPS class of 2014. He received the call while attending advanced individual training.

"If we [the MDARNG] have a strong reputation across Maryland as a great route for college education, whether West Point or ROTC, it’s going to have a positive impact on our recruiting efforts," said Hinz.

The Army National Guard and the U.S. Military Academy have a partnership, allowing 85 enlisted members of the ARNG or Army Reserve to be appointed to West Point annually. Applicants who are appointed and graduate from West Point will receive their undergraduate degree and a commission as a second lieutenant in the U.S. Army.

"I’m doing something different this year. I'm asking the state leadership to celebrate this incredible opportunity with the Soldier," said Maj. Brian Wire, U.S. Military Academy Soldier Admissions National Guard liaison. "Though I'd love to make the phone calls and congratulate the Soldier, I just think the state should have that honor."

Founded March 16, 1802, West Point is located approximately 50 miles north of New York City in the Hudson Valley. Many noteworthy Americans are alumni of West Point like Robert E. Lee, class of 1829; Maj. Gen. George G. Meade, class of 1835; and President Dwight D. Eisenhower, class of 1915.

"While we may have a short-term loss of a Soldier leaving the Maryland Guard to go to West Point, we think the long-term gain would be an enhanced marketability of what we have to offer students in an ever tougher environment," Hinz added.

Maryland Guardsmen march against hunger

LA PLATA, Md. (March 16, 2013) – Nearly 500 service members, civilian first responders and community members gathered for the first Norwegian Challenge: Maryland Army National Guard’s March Against Hunger, in La Plata, Md., today. 

The Maryland National Guard partnered with the Norwegian Military Attaché’s Office to ensure that the challenge – an 18.6-mile ruck march, carrying 25 pounds across various terrains – met all the challenging criteria for Norwegian standards.

“This march started in 1915; it is a test of a soldier’s ability to move quickly across the battlefield with a day’s worth of rations,” said Col. Roy Abelsen, the assistant defense attaché for Norway. 

Initially, the challenge began as a way for Soldiers of the 253rd Engineer Company to improve and test their soldier skills and capabilities.
“I wanted to show the Soldiers that you can accomplish some incredible things on a drill weekend,” said Capt. Alexi Franklin, the unit commander.  

When Franklin brought the idea of the Norwegian Challenge to his superiors, the event grew into a way for Guardsmen to connect with the community.

“I told him that it was a great idea, but it needed to be tied to the community,” said Lt. Col. Joseph Reale, commander of the 581st Troop Command Battalion. "For 10 years, this community and many communities across the country have supported National Guard Soldiers deploying. Now it's time for us to give back."

The Mayor of La Plata, Roy G. Hale, welcomed the opportunity to work with the National Guard, especially in producing an event for a great cause: feeding the community’s hungry.

 “We all strive to combat and overtake this terrible [problem] within our country and throughout the world,” Hale said, addressing the participants before the march began.  “It is truly heart-warming to see what you all are doing today.”


Teaming up with the town of La Plata not only created a wonderful event, but it also strengthened relationships for the future. 

“This has become a joint interagency operation between all the first responders, so if anything happens, we’ve already made those connections down here because we’ve worked together,” Reale said. 

More than just National Guard members registered to participate in the event. Service members from every branch and component registered to challenge themselves.

“It sounded like fun,”  Capt. Drew Deal, the operations officer for 55th Signal Company (Combat Camera), said as he and his three-man team prepared for the ruck march.  “I mean, what better way to pack a ruck than for a good charity.”

Although the 18.6-mile march was challenging and exhausting, many service members agreed that they would participate again.

“We don’t get many opportunities like this in the National Guard,” said Spc. Vincent Melemai, B Company, 29th Infantry Division, “We can’t pass up these opportunities to promote fitness while getting involved with the community.”

BASIS FOR RATING:

Substitution Of Education for Specialized Experience:  High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. Maryland Military Department Chaplains attend annual training

REISTERSTOWN, Md. -- Chaplains and assistants from the Maryland Army National Guard, Maryland Air National Guard and Maryland Defense Force met for a 3-day conference and annual training at the Weinberg Center on Camp Fretterd Military Reservation, Md., Feb. 25-27.

The 12th annual meeting brought together the Maryland Military Department’s Chaplain Corps to share ideas, discuss strategies and learn about resources available to service members and their Families. 

An emphasis was placed on how to best support Soldiers and Airmen during times of transition and change.

“Now we are faced with reduced resources, and we are moving into a period that some of us have never experienced… that is a garrison force. What that means is a peacetime force,” said Maryland Army National Guard Chaplain (Col.) William S. Lee.“No matter how the circumstances may change, we are going to need to continue to provide support.”

Lee took the role as the leader of the conference and provided the attendees with  “the most effective and useful” resources available to them to best meet the needs of service members.

Lee stated that this annual meeting is a great opportunity for the chaplains, old and new, to get to know each other, as well as maintain existing relationships.

“We sustain ourselves together,” said Lee. “We are in this together.” 

The guest speakers included senior military leaders and civilian subject matter experts that specialized in veterans assistance programs and service member resources.

Command Sgt. Maj. Brian S. Sann, Maryland National Guard senior enlisted leader, stressed the importance of chaplains in the military during his remarks at the beginning of the conference.

“Being heroic is always part of the Chaplain corps,” said Sann. “You all do far more than any mission statement. The Chaplain Corps covers down on [almost] every program.” 

The more than 3,000 chaplains currently serving are an invaluable part of the U.S. military said Sann.

“All of us, at some point in time, need someone that we can go to,” he said.

The looming federal budget cuts were a concern among speakers and guests of the conference like many people in the Department of Defense. 

Chaplain (Brig. Gen.) Charles R. Bailey, deputy chief of chaplains, said everyone is getting ready to slow down.

“The war, if nothing else, has brought us together as one team,” he said. “We had to pull together in foreign lands. We are the greatest military force in the world. We have never been better than we are now.” 

With uncertainty comes stress, and Bailey wanted to advise his audience that now is the time for them to remain strong.

“There has never been a more-needed time for [chaplains] than right now,” Bailey said. “We have produced. We have done unbelievable stuff.” 

Bailey encouraged his fellow chaplains and assistants to continue to provide excellent support to service members.

“We have gone wherever [troops] are,” Bailey said. “Great things are expected now. When you have a reputation of being that good, they are going to ask you to do better.” 

A Maryland National Guard officer was presented with the  Order of Chaplain (Capt.) Eugene P. O’Grady Award during a ceremony at the Chaplain Eugene P. O’Grady Chapel at the end of the conference.

Lt. Col. Weedon Gallagher was selected to be the 2013 recipient of the award due to his dedication to his Soldiers’ spiritual fitness during his time as commander of the 1297th Combat Sustainment Support Battalion. The 1297th CSSB was deployed to Afghanistan in 2011 and 2012.

“I want my Soldiers to do well; I want them focused,” said Gallagher. “When we are in the fight, I want them focused on fighting. Resiliency helps me get the most out of them when we are in the fight.” 

“Getting encouragement in your chest is more important than cleaning weapons or fuel for your trucks,” he said. “You need to fuel your Soldiers.”

Do you have what it takes to be a National Guard leader?The Maryland Army National Guard is currently looking for Soldiers to step up to the challenge of becoming a National Guard leader and join the Officer Candidate School at Camp Fretterd Military Reservation in Reisterstown, Md.

Soldiers can earn their commission through OCS either by completing the traditional program, which consists of four pre-phase inactive duty weekends, a two-week annual training for phase one, 12 inactive duty weekends that make up phase two, and another two-week annual training for phase three; or the accelerated program, which includes the pre-phase inactive duty weekends, and finishes the program with eight consecutive weeks.

“We’re getting ready to start the pre-phase in April,” said Capt. Brian Zdunowski, OCS course manager. “The intent behind the pre-phase IDT periods is to focus on land navigation, drill and ceremony, administrative preparation, and to inform and educate potential candidates on OCS phase one requirements. …If [Soldiers] arrive with the minimum requirements, we will help them get to phase one at the end of July.”

Zdunowski explained, that Soldiers who are interested in pursuing their commission through OCS, should arrive at the pre-phase inactive duty weekend, April 6-7, for the first formation at 0700. 

At a minimum, the Soldiers should have:

  •  letters of recommendation from their company and battalion commanders
  • a copy of their social security card
  •  a copy of their birth certificate or other proof of citizenship
  •  any name-change documents
  •  a copy of their most current Physical Health Assessment

Soldiers who wish to attend should also be able to pass the Army Physical Fitness test, as well as meet height and weight requirements, should not be on any type of profile, have a GT score of 110 or higher, the ability to obtain, or already possess, a security clearance, and have a minimum of 90 college credit hours to begin the program, with 120 credits to graduate.

“This isn’t a list of everything that the candidates will have to bring with them to drill weekends, but these are the big items that will get them into the program,” added Zdunowski.

Once OCS staff has determined that the candidate is ready to attend phase one, the Soldier will make the decision on whether they would like to attend the accelerated program or continue the traditional route. The Soldier will be able to request the accelerated program at the beginning of the pre-phase, but will need to meet certain requirements to attend.  The decision will be made during the two-week phase one annual training.

“Both programs are hard,” said Zdunowski. “The traditional program is hard because it spans over a long period of time, but the accelerated program is eight solid weeks straight. …However, both have the same end result.”

OCS is designed to challenge Soldiers to meet and exceed the standards of becoming an officer and not everyone will be able to complete the program, but the ones who do will be ready and willing to be National Guard leaders. QUALIFICATIONS REQUIRED:

General Experience:  Candidates must have a baccalaureate degree (not less than 120 semester hours) and must have successfully completed three years of resident graduate study in theology or related subjects (Master of Divinity), or 90 semester hours (leading to an ecclesiastical certification as a member of the clergy) from an approved seminary or graduate school.

WHO MAY APPLY:

This is a Maryland Air National Guard Excepted Service (Dual-Status) Technician position open to current onboard enlisted technicians of the Maryland Air National Guard only.

DUTIES:

Responsible for the total squadron maintenance program, manages the overall direction of the maintenance effort, and enforces safe maintenance practices. Participates in establishing the monthly and weekly maintenance plans. Controls and coordinates maintenance activity on the flight line. Troubleshoots malfunctioning engines and interrelated propulsion system components, determines degree of disassembly or certification required, repairs or replaces defective components, diagnostic computers and associated hardware. Troubleshoots, modifies, repairs, and performs sequential disassembly and assembly of gearboxes and auxiliary power units. Performs scheduled and special evaluations on installed engines, auxiliary power units, and associated airframe-mounted systems. Performs command directed and locally established in-progress inspections (IPI) (certifying acceptable performance of all conventional or modified aircraft engines prior to their being installed in the aircraft or placed in inventory) of propulsion system components and associated equipment to determine adequacy of workmanship, materials and maintenance. Requisitions, processes, and accounts for supply assets as required by the repairable processing system. Provides technical advice and troubleshooting expertise to other work centers when propulsion systems affect or are affected by interrelated aircraft systems, such as: electro-environmental, pneudraulic, fuel and avionics systems. Provides on-the-job training to lower graded personnel or newly assigned personnel regardless of grade. Examines recurring malfunctions and initiates corrective actions by submission of quality deficiency or software deficiency reports. Serves as the hazardous materials manager as required. Prepares for and participates in various types of readiness evaluations such as Operational Readiness Inspections (ORI), Inspector General (IG) Inspections, Unit Effectiveness Inspections and mobility and command support exercises. QUALIFICATIONS REQUIRED:

General Experience:  Experience or training that has provided the ability to perform assembly and disassembly operations and make prescribed modifications to aircraft engines, engine assemblies, and accessories in accordance with technical specifications, procedures and requirements.  Experience using hand and power tools common to the trade. 

 

Specialized Experience (WG-10):  Experience or training performing standard, routine assembly and disassembly operations and making prescribed modifications to aircraft engines, engine assemblies, and accessories. Experience or training performing maintenance overhaul, troubleshooting, testing, and repair of aircraft engines, engine components, and power trains for fixed and/or rotary wing aircraft.  Experience determining maintenance needed from work orders, inspection reports, historical record, and by own diagnosis.

 

Physical Effort:  The incumbent is required to stand, stoop, bend, and reach.  The incumbent frequently lifts equipment and components weighing up to 10 pounds, and often lifts and carries assemblies weighing up to 50 pounds.  Hoists, hand trucks, lifts, and other employees are available to assist when handling heavy or awkward items.  Work assignments require the employee to climb steps and ladders and stand on slippery or inclined surfaces.

At a minimum, your application (a resume or OF 612) must include the following information: 

1.        A typed or neatly printed detailed narrative of your employment history is required. 

2.        Announcement number and title of the position for which you are applying.

4.        A detailed narrative of your work experiences (paid or unpaid), training, education, and/or other information that relates to the specialized experience stated on the vacancy announcement. WHO MAY APPLY:

This is a Maryland Air National Guard Excepted Service (Dual-Status) Technician position open to currently employed enlisted technicians of the Maryland Air National Guard.

DUTIES:

Serves as the Office of Primary Responsibility (OPR) for wing maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters.  Maintenance Standardization Evaluation Program (MSEP): Administers, evaluates, and coordinates a comprehensive quality assurance, maintenancestandardization, and inspection program for all areas of the maintenance organization, all maintenance disciplines, job series and Air Force Specialty Codes (AFSCs).  Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results and determines the appropriate and effective method and format for presentation to higher-level management.  Collaborates with the Maintenance Group Commander, Maintenance Squadron Commanders, and Quality Assurance Supervisor to plan, develop, implement, inspect, and report numerous critical compliance issues and review the Configuration Management (CM) programs.  Assist the Product Improvement Manager validating AFTO 22 Suggestion and Deficiency Reporting submissions and coordinating resolutions.  Perform Weight and Balance procedures to ensure all A-10 aircraft are within applicable Weight and Balance standards.  Process One Time Inspections (OTI)/One Time Maintenance (OTM)/Time Change Technical Orders (TCTO) as applicable and provide Plans and Scheduling all items necessary to hold meetings.  Perform initial TCTO Verifications to ensure TCTO is understood and achievable within prescribed Tech Data.  Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises and Operations Other Than War (OOTW).  Review work requirements and establish priorities to meet deadlines established by the QA Supervisor.  Performs other duties as assigned.

QUALIFICATIONS REQUIRED:

General Experience: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items).  Experience using computer and automation systems.

 

Specialized Experience GS-09: Must have at least 24 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems).  Experience in the application and theory of specialization using applicable publications.  Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. 

 

Specialized Experience GS-11:  Must have at least 36 months experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs.  Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers.  Experience determining operations when difficult and questionable phases of malfunctions are found.  Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field.  Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

 

Physical Effort:  In addition to work performed in a office environment, duties regularly require extended periods of walking, climbing, standing or bending while observing aircraft maintenance production, repair, and generation activities, to verify operational quality, perform verification inspections, personnel evaluations, and examine materials, overhauled equipment and systems.  The individual makes regular visits to aircraft maintenance facilities, flight line, production back shops and is required to climb in and around aircraft to verify the satisfactory completion and quality of produced work.  Work may require tiring and uncomfortable positions.

 

Military Compatibility:  Prior to appointment to this position the selectee must be qualified for, or assigned to a compatible military position in one of the following DMOS/2AXXX or 2WXXX in any Maryland Air National Guard unit.

BASIS FOR RATING:

Substitution Of Education for Specialized Experience:  A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.  The education must have been directly related such as production management, business management statistics, industrial technology, engineering, or a discipline directly related to the specialization involved in the career pattern in the position to be filled.
